Summary of Experience
Mr. Wellenius has over 25 years of consulting experience, with a focus on wholesale electricity markets in the western US and Canada, regulatory policy, and valuation of generation projects. He advises clients on regulatory policy and market design, primarily in the CAISO markets and the Western Energy Imbalance Market, and has been closely involved in emerging regional coordination initiatives, including the CAISO’s Extended Day-Ahead Market and SPP’s Markets+. Mr. Wellenius has provided expert witness testimony and litigation support in various power sector proceedings before the Federal Energy Regulatory Commission (FERC), often related to allegations of market misconduct. He has testified in multiple transmission rate proceedings and has been involved in private arbitrations related to contract disputes for generation facilities. Mr. Wellenius has also testified regarding complex utility transactions in a state court jury trial. In addition, he has provided valuation support for several acquisition, financing, and refinancing efforts related to generation projects in Latin America.
